Almost one year after the people's movement of April 2006 and after numerous power struggles among the party leaders, accompanied by strong foreign intervention by India and especially by the US government, a new council of ministers under participation of the CPN (Maoist) has been formed on April 1, 2007. This council of ministers is once again everything else but inclusive: only 2 women among 22 members, again 30% male Bahuns, only 3 ethnic Madhesis (share in population according to census > 30%), etc. Positive is the inclusion of two Dalits as full scale ministers though they are ranked in the lower levels of the internal cabinet.
